On 5 November 2020, the LIST of Legal Practitioners with valid Practising Certificate was released for the period 1 March 2020 to 28 February 2021. SURESH CHANDRA was NOT on the list. However, on 20 MARCH 2020 |

COMING SOON: Another fellow female traveller on Aiyaz Khaiyum's overseas trips had to allegedly double up as his 'chambermaid' to sort out his CLOTHES. We waiting for Khaiyum's response to our questions. Why are Fiji's womens rights groups and leaders, including the media, silent on alleged harassment of his (Khaiyum's) travelling female staff? The power relationship, no doubt, between Fiji's Attorney-General and these junior women officers, are very unequal. Surely, allegations so far of massages, is harassment, if not sexual harassment. One could not assume a consensual touching, euphemistically called massages. If he wanted the alleged massages, hotels that he stays in, are well-equipped to provide such soothing service. He has the financial capacity, with hundreds of dollars in travelling allowances, to afford it.
CHANDRA SAGA: Worst, BIMAN Prasad's favourite writing bedsheet, the Fiji Times and the Sunday Times withheld from the readers the crucial detail, that Electoral Commission chair Suresh Chandra was accused of allegedly abusing and misusing his clients trust account funds without their approval. Another JOKER outfit, the Fiji Law Society, presumably aware of the allegations against Chandra, remained quite as scurrying rats. They never questioned his Electoral Commission chair job

FULL LETTER, Fijileaks Archive, 19 November 2021:
Fijileaks: We had, privately, put to Chandra and copied to Election Minister Aiyaz Sayed Khaiyum and Supervisor of Elections, Mohammed Saneem, that his (Chandra's) legal firm had misused clients trust account funds without the approval of his clients to the tune of $2million. Chandra blamed a legal staff member and a bank officer for the alleged fraud, and reportedly sold a property to try and settle the missing $2million. He didn't report the matter to the Fiji Police nor stepped down as chair, Electoral Commission, thoroughly compromising the Elections Office. We also challenged him to explain why his name was missing from the Legal Practitioners List.

NFP's 'ELF' NEEDS AN EDUCATION IN POLITICAL REALITY
|
COMMENT: On 18 November three parties - FLP, Freedom Alliance and Unity Fiji - wrote to the chairman of the Constitutional Offices Commission (six months after the Fijileaks posting) demanding CHANDRA be removed, 'we firmly believe from information made known to us that he (Chandra) should be immediately suspended from office and referred to a Tribunal to be investigated for gross misbehaviour'. Now, Chandra has resigned as Chair, Electoral Commission, without providing any reasons for his abrupt resignation. Supervisor of Elections MOHAMMED SANEEM says Chandra's decision was a SHOCK to him. Really? Six months ago both, his Master, Election Minister AIYAZ SAYED KHAIYUM and the 'House Elf' Saneem had contemptously ignored Fijileaks questions. Disgustingly, another bloody 'Elf' - NFP leader BIMAN PRASAD refused to sign the letter with the three parties, preferring to side with COUPIST and People's Alliance leader SITIVENI RABUKA. Come election 2022, KICK both these political traitors into the dustbin of history. We had, privately, put to Chandra and copied to Khaiyum and Saneem, that his legal firm had abused clients trust funds to the tune of $2million. Of course, Chandra allegedly blamed a legal staff member and a bank officer for the fraud, and sold a property to try and settle the missing $2million. He didn't report the matter to the Fiji Police nor stepped down as chair, Electoral Commission, thoroughly compromising the Elections Office. We also challenged him to explain why his name was missing from the Legal Practitioners List. We can understand why Rabuka was not party to the letter, for after all, he was responsible for the looting of the National Bank of Fiji to the tune of over $275million

FLP, Freedom Alliance and Unity Fiji to Chairman of
Constitutional Offices Commission:
"Under s75-(6) of the Electoral Commission consists of a chairperson who is, or is qualified to be, a Judge and 6 other members. The fact that the chairperson must hold the qualifications of a Judge requires the appointee, at all times, to uphold high moral standards and integrity in public life. It is in this regard that we are constrained to write to you about the incumbent chairman of the Commission, Mr Suresh Chandra We firmly believe from information made known to us that he (chandra) should be immediately suspended from office under S137-(4) of the Constitution and, referred to a Tribunal under s137-(3) (a) (i) to be investigated for gross misbehaviour.'

Fijileaks: Aiyaz Khaiyum has not responded to our questions
"In the case of the AG, there were allegedly complaints by female members of his staff that he was in the habit of summoning them to his hotel room while travelling overseas and asking them for massages. While these were said to be of a non-sexual nature, it evidently caused enough discomfort for the women to raise the issue at a higher level. As with other celebrated cases in the “Me-Too” era, it is the disparity of power and the ability of an employee to say “no” that is the issue, as well as whether the alleged approaches were appropriate. It is believed that complaints made by the women in question to the former deputy solicitor- general, Tracey Wong, were a significant factor in Wong’s subsequent resignation. She was reportedly sidelined and cold-shouldered when she took it upon herself to raise the issue with the AG – an episode that doesn’t sit well with Khaiyum’s carefully crafted image as someone who empowers young and ambitious women in his office. He prides himself on hands-on government. Occasionally someone else’s hands, it seems." - Graham Davis, Grubsheet, 18 November 2021
COMMENT: SHARMA DESERVES NATURAL JUSTICE
If it is true that sacked Solicitor-General SHARVADA SHARMA was suspended without pay then this is definitely against current public service practice based on the Public Service Act and Public Service Regulations. An officer in the public service can only be suspended without pay if he has committed an offense of serious criminal nature and is served with appropriate disciplinary charges in writing from the day his or her suspension commenced. In Sharma’s case, he was entitled to continue to be paid his full salary and perks from the 20th September until he had been formally charged in writing. We don’t think the sets of questions that the police handed to Sharma on 4th November from the Judicial and Legal Services Commission(on the basis of Sharma’s response, the JLSC would then be able to frame disciplinary charges against him) could even be considered as constituting formal disciplinary charges against Sharma?
So Sharma was entitled to continue to receive his salary and perks even beyond 4th November. Surely, the officer appointed to act as Solicitor-General would have some prior understanding of these basic management principles or she would have at least checked it out with the Permanent Secretary of the Public Service Commission before taking action against Sharma. But we suppose since her Minister is also Minister of the Public Service Commission, she would have very little options but to carry out her Minister’s politically- biased directives.
We hope one day the Opposition will have the stamina to raise this serious matter of conflict of interest in the House where Cabinet portfolios are allocated “on the basis of who you know" to individual Ministers. In this case the Minister of Everything, regardless of potential areas of conflict of interest and abuse of office. He is the ultimate judge of the public service, public purse or the budget, the judiciary and the law.
In good old days, civil servants who were suspended and served with disciplinary charges in writing were given up to 14 days to respond in writing to the charges. We, therefore, are shocked to learn that Sharma was only given 2 days to reply to the list of questions he was given on November 4, which leads us to assume that the communication from the JLSC
did not in any way represent any formal disciplinary charges against Sharma.
Having said all and warts, there is no denying that Sharma was a crucial cog in the setting up of the legal machinery to advance and consolidate FFP power.
"HE [Aiyaz Sayed Khaiyum] has been mass producing cheap quality but highly toxic decrees from his ASK Decree Sausage Plc machine without any democratic production license to do so, and ordering voiceless Fijians to swallow them without uttering a word of protest, and blocking access to courts for redress. Two of his illegal workers employed to operate the decree machine are Kiwi Christopher Pryde, and his side-kick, the Indo-Fijian Sharvada Sharma from S-G's Office. He has been playing Godfather with the Casino Decree; Lord of the Sea with the Surfing Decree, to name a few. Now, it has emerged that many of his decrees are objectionable, defective, and plainly unacceptable. The Yash Ghai chaired Constitution Commission has stripped them bare to the bone, like the cartoon "Borat Fiji Mankini" and he has been brought to ground. No wonder, he has confiscated the Draft Constitution, and all other supplementary documents presented to Ratu Epeli Nailatikau.
But you can read them now.
Meanwhile, we will let the Commission speak to you through its
Analysis of Decrees post 2009:"

A PROFESSOR with University Degree can't smell COUPIST and CONMAN |
A very close young relative of our Editor was snatched from outside the Nasinu Teachers College, RAPED, and dumped in the Rewa River. To date, we don't know if she was already dead or still alive when Rabuka's rapists and kidnappers dumped her in the river. Her decomposed body was found by i-taukei villagers after two weeks. RIP. Coupist is not only hiding under the sulu of Immunity but has now formed his own political party, the so-called 'People's Alliance', with 'Professor Elf' greasing his political balls, desperately hungry to share POWER with him in 2022

'WALES, HERE I COME, TO WATCH Fiji v Wales, on Taxpayers Expense'
Nasinu Teachers College was established in 1947 following the 1946 Education Plan after World War II. There was a need to further enhance the educational needs of the locals and this meant the replacement of small mission and government teacher training colleges with a large government college Nasinu Teachers College. The institution was built specifically to train teachers. The establishment of the Nasinu institution resulted in a marked improvement in the quality of primary school teachers, and in 1982 it underwent some changes and re-opened as the Nasinu Residential College for students. Later in the 1990s, an Australian Aid programme helped establish training for secondary teachers and in 1992 the College was renamed as Fiji College of Advanced Education (FCAE). In 2010, FCAE became part of the Fiji National University under its College of Humanities and Education. All the participants worked as teachers in schools around the country and then progressed to climb higher ranks in the civil service while some migrated overseas later in their careers. RED CARD TO FFP GOVERNMENT: Fiji Women’s Crisis Centre Coordinator, Shamima Ali, says the Government must be transparent and accountable and make public a detailed report on the use of every dollar of donor funds for the COP26 trip to Glasgow.
UP YOUR BLOODY NOSES:
Who paid for Wales trip to watch rugby, wine and dine?
Fijileaks: The NFP's 'Elf' and (PROFESSOR EMERITUS) didn't name British High Commission in Fiji. Somebody who retires from a Professor position is often referred to as Professor Emeritus, and so (in some sense) gets to keep their title. PRASAD is no longer PROFESSOR

“Furthermore, the decision of a diplomatic mission here to fund the trips of journalists of only two news media organisations is also highly questionable”.
“One organisation is State-owned and has been provided more than $80 million in grants in the last decade. The other enjoys exclusivity in terms of government advertising”.
“Was the fact that both are heavily funded by taxpayers funds through grants and advertising revenue respectively, as well as their known bias towards government, the basis of them being selected to send journalists to Glasgow?”
“Were they selected by the diplomatic mission or was it based on government’s recommendation?”
“Were invitations extended to other news media organisations? If no, why not?”
